The EU Import Control System 2 (ICS2) requires all shipments into the EU to have an Entry Summary Declaration (ENS) submitted in advance. Under this rule, NVOCCs and freight forwarders must file House B/L data, while carriers remain responsible only for the Master B/L. Failure to comply can result in loading refusals, EU port holds, and penalties of up to €5,000 per filing.
The U.S. 24-Hour Rule requires all Automated Manifest System (AMS) data to be filed with CBP before cargo loads at the origin port. Late or inaccurate filings can lead to penalties of $5,000–$10,000 per violation, “Do Not Load” instructions, shipment delays, and additional inspections. Starting March 2026, shipments without an approved MPCI will face “No Green Light, No Load” restrictions, leading to cargo holds, clearance delays, and penalties. AMS and ISF filings serve different purposes under U.S. Customs and Border Protection. AMS requires carriers or NVOCCs to submit cargo manifest data 24 hours before loading at the foreign port, while ISF, also called the “10+2” rule, requires importers or their agents to file security data at least 24 hours before vessel departure.
