The EU Import Control System 2 (ICS2) requires all shipments into the EU to have an Entry Summary Declaration (ENS) submitted in advance. Under this rule, NVOCCs and freight forwarders must file House B/L data, while carriers remain responsible only for the Master B/L. Failure to comply can result in loading refusals, EU port holds, and penalties of up to €5,000 per filing.
The U.S. 24-Hour Rule requires all Automated Manifest System (AMS) data to be filed with CBP before cargo loads at the origin port.
